The Butler Metropolitan Housing Authority (BMHA) has been serving the citizens of Butler County for over 80 years by providing affordable rental housing to low- and moderate-income persons.

BMHA was founded on December 29th, 1938, as the Hamilton Metropolitan Housing Authority under the Housing Act of 1937. The name of the organization was changed in 1966 to the Butler Metropolitan Housing Authority to better describe the services we offer.

BMHA is a political subdivision of the state of Ohio and was created under the Housing Act of 1937 through an act of Ohio Legislature. BMHA is administered under the regulations of: The Department of Housing and Urban Development, The State of Ohio, and local governments.

BMHA is governed by a 5-member Board of Commissioners appointed to staggered 5-year terms. Two members are appointed by the Hamilton City Manager (with approval from the Hamilton City Council), one member by the Common Pleas Court, one member by the Probate Court and one member by the Butler County Commissioners.

Job Description



The  Human Resources Manager is responsible for overseeing and managing the day-to-day operations of the Human Resources function for the Butler Metropolitan Housing Authority. This role ensures compliance with federal, state, and local employment laws, supports organizational goals through effective HR practices, and administers policies and programs related to recruitment, employee relations, labor relations, compensation, benefits, and performance management. The position includes responsibility for administering and supporting employees covered under collective bargaining agreements.

Work schedule is Monday-Thursday; 10-hour days.

Responsibilities of the position include:

  • Manage daily HR functions including recruitment, onboarding, employee records, and offboarding.
  • Develop, implement, and maintain HR policies and procedures in compliance with applicable laws and HUD regulations.
  • Maintain HRIS and personnel records in accordance with record retention requirements.
  • Oversee benefits administration including health, retirement, leave programs, and wellness initiatives.
  • Serve as a trusted advisor to management and staff on HR-related issues.
  • Investigate employee complaints, grievances, and workplace concerns; recommend appropriate resolutions.
  • Promote a positive workplace culture aligned with BMHA’s mission and values.
  • Administer and interpret collective bargaining agreements (CBAs).
  • Serve as management representative in grievance processes, disciplinary actions, and labor meetings.
  • Support contract negotiations and assist leadership with labor strategy.
  • Ensure consistent and compliant application of union contract provisions.
  • Lead recruitment efforts including job postings, candidate screening, interviewing, and selection.
  • Develop strategies to attract and retain a diverse and qualified workforce.
  • Coordinate onboarding and orientation programs for new employees.
  • Oversee performance evaluation processes and support supervisors in managing employee performance.
  • Identify training needs and coordinate professional development programs.
  • Support leadership development and succession planning efforts.
  • Ensure compliance with employment laws (FLSA, FMLA, ADA, EEO, OSHA).
  • Maintain and update employee handbook and HR policies.
  • Prepare and submit required reports (PERRP logs, etc.).
  • Support audits and ensure readiness for HUD or regulatory reviews.
  • Administer compensation programs including salary structures and job classifications.
  • Conduct market analysis to ensure competitive and equitable pay practices.

Qualifications



Requirements of this position include:

  • Bachelor’s degree in human resources, Business Administration, or related field required.
  • Minimum of 5 years of progressive HR experience, including supervisory responsibilities.
  • Experience in a unionized environment strongly preferred.
  • Experience in public sector or housing authority environment preferred.
  • You must possess a valid driver’s license.
  • Must show evidence of personal vehicle insurance with adequate liability protection.
  • Ability to obtain SHRM or PSHRA Certification within two (2) years if not currently certified.
  • Strong proficiency with Microsoft Office Suite and knowledge of ADP TotalSource.
  • Must possess a demonstrated knowledge of standard concepts, practices, and procedures of Human Resources.
  • Ability to work with all levels of management and employees in a professional and efficient manner.
  • Must display a high level of initiative, effort, and commitment towards completing assignments accurately and efficiently.
  • Must be organized and detail-oriented with the ability to multi-task.
  • Must work efficiently and effectively, both independently and as a team.
  • Ability to identify issues, make decisions, and resolve problems.
  • Possess and maintain current knowledge of laws related to Human Resources.

Working Conditions:

  • Standard office environment with periodic travel to BMHA properties and training locations.
  • Occasional evening or weekend hours required for staff or resident events.
  • Ability to sit for extended periods and use standard office equipment.

Physical Requirements:

  • Ability to walk, stand, climb stairs, and travel to other Housing Authority locations.
  • Ability to lift, carry, or move objects up to 15 pounds in an office environment.
  • Visual and auditory capacity to perform inspections, read reports, and communicate effectively.
